[email protected]Helen joined the CIOT in 2019 following her role as Chief Executive of CILEx Regulation Limited, a role she held since 2015. As Chief Executive of the CIOT Helen’s vision is to strengthen the tax profession through leading the CIOT membership, education and driving a relevant policy agenda.
Chief Operating Officer
Andrew Burnett
[email protected]Andrew joined the CIOT as Chief Operating Officer in July 2023 and is responsible for our day-to-day business operations. Having previously served as an officer in the RAF, prior to joining CIOT he worked at The Pensions Ombudsman as Deputy Chief Operating Officer. He has a background in leadership, operations management, and customer service.

Rosalind Baxter
[email protected]Rosalind is the Institute Secretary. She has previous experience with not-for-profit educational charities and is an Associate member of the Chartered Governance Institute.
Director of Public Policy
Ellen Milner
[email protected]Ellen joined the CIOT as Director of Public Policy in April 2023. With a background in corporate tax, she previously worked at HMRC, with extensive experience in areas including tax policy, compliance and training, most recently as Deputy Director for Large Business London. She has also worked as Principal Private Secretary to the First Permanent Secretary.

Vicky Hilpert
[email protected]Vicky is a Chartered Management Accountant and has a wealth of experience across a broad range of commercial, charitable and professional body roles including most recently as Finance Director at charity POhWER and Chief Operating Officer at the Institute of Occupational Health and Safety (IOSH) alongside experience gained at FTSE 100s and SMEs.

Vicky Purtill
After she completed her LL.M in Public Law with UCL, she taught undergraduate law subjects at a number of institutions, including the Open University. In 2011, she moved into education policy for the Chartered Institute of Legal Executives and worked with both the professional body and the independent regulator for almost 12 years, during which time she reformed CPD requirements for the profession, contributed to the extension of rights to practise for Chartered Legal Executives, worked with employers and other stakeholders on the introduction of the new Trailblazer apprenticeships for the legal profession, recreated the education standards for CILEX members and introduced a range of operational improvements to qualifications delivery. She joins ATT and CIOT from Bader College, part of Queen’s University, Canada, and is passionate about working with stakeholders to ensure that the qualifications offered remain attractive and relevant in a fast-changing world.

Emma Barklamb
[email protected]At the CIOT Emma is responsible for key functions including Volunteer Management, Branch activities and Membership Services, and has extensive experience of not for profit and membership organisations.
Head of External Relations
George Crozier
[email protected]George joined as Head of External Relations for the CIOT, ATT and Low Incomes Tax Reform Group in 2009. He manages media relations, and relationships with politicians, opinion formers and other bodies. He was also a senior communications adviser for a political party.

Salema Hafiz
[email protected]Salema is responsible for the brand, marketing services, events and channel marketing. She gained extensive experience in membership organisations leading employer relationships, commercial contracts, marketing, and business development for the public and private sector.
Head of HR and Office Support
Annette Hutchinson
[email protected]Annette is a Fellow of the Chartered Institute of Personnel and Development. She joined the CIOT in 2013 after a career that spanned the plc, charity, and consulting sectors. She leads the HR and office support team across CIOT and ATT.
Head of Professional Standards
Jane Mellor
[email protected]Jane oversees CIOT AML supervision and Professional Standards requirements and guidance for members. Jane is ATT and CTA qualified and previously worked as a personal tax manager for a Chartered Accountants firm.
Financial Controller
Linda Mensah
[email protected]Linda heads the finance teams at CIOT and ATT. She was previously Financial Controller at Publicis Sapient for Germany and Switzerland, and is ACCA qualified. She ensures annual financial statements, audits and accounting is managed and delivered.
Senior IT Systems Manager
Nick Pope
[email protected]Nick has extensive experience of managing and leading teams across IT, CRM and websites. He heads up the IT and website teams for the CIOT and ATT, and drives our IT transformation agenda.
Head of LITRG
Victoria Todd
[email protected]Victoria is a CTA (Fellow). She joined the Low Incomes Tax Reform Group at CIOT in 2005 after working in various local authority welfare rights roles. Victoria oversees LITRG which aims a voice to those unable to afford to pay for tax advice.

Richard Wild
[email protected]Richard heads up our work for a better, more efficient tax system, and leads our team of technical officers. He is a Chartered Accountant and Chartered Tax Adviser, with over 25 years’ experience in tax.
