HMRC launch online application to request permission for continued access to CHIEF where there is a clear business reason

UK importers need to use the Customs Declaration Service (CDS) from 1 October 2022 for import declarations, as access to the CHIEF system was due to end. However, HMRC recognises that some businesses are experiencing difficulties in their CDS migration journey so they have launched an online service where importers can request permission for a short extension to use CHIEF beyond 30 September if there is a clear business reason.

HMRC has sent out the message below to JCCC stakeholders as well as attachments with further information.

Please do let the CIOT ([email protected]) know if you/your clients have any questions/concerns about experiences when using this service, as the CIOT can submit them to the JCCC. Please include ‘CHIEF extension’ in the email header.

Import declarations need to be made using the Customs Declaration Service from 1 October 2022

From 1 October 2022, businesses will need to make all their import declarations using the Customs Declarations Service.

As registration can take time, we have been urging businesses to move to the Customs Declaration Service now and providing help and support to help them prepare for the change. We have also been advising them to use customs agents that can make import declarations for them.

However, we understand that some traders may not be able to migrate in time which is why we are allowing CHIEF badge holders to seek permission for a short extension to use CHIEF beyond 30 September, if they have a clear business reason. They will be able to apply using an online form.

We would like to thank you for your ongoing assistance in supporting the migration. We appreciate you have been sharing important messages and our new products with your groups through your own communication channels.

This week, we would like to ask you to share the key messages below about the continued access process:

  1. Import declarations need to be made using the Customs Declaration Service from 1 October 2022. You need to act now and there is help and support available on Gov.UK and YouTube.
  2. If you know you can’t be ready for that date, you should consider using a customs agent who can help you. We have a list on Gov.UK.
  3. If you are unable to use CDS for your import declarations or use a customs agent, we are allowing CHIEF badge holders to seek permission for a short extension to use CHIEF beyond 30 September, if you have a clear business reason. You need to apply using an online form and further details are available on Gov.UK.
  4. Those that successfully apply for an extension will be provided with help and support to move to the Customs Declaration Service as soon as possible.  
  5. A limited group of declarants are unable to fully migrate their imports so can continue to use CHIEF for imports without having to apply for continued use. We will contact those declarants directly to let them know.  
  6. If you continue to use CHIEF from 1 October 2022 without permission, HMRC reserves the right to remove your access.
