UK Customs: New Parcel Arrangements under the Windsor Framework
HMRC have contacted Joint Customs Consultative Committee stakeholders in respect of the upcoming changes for parcel arrangements between Great Britain and Northern Ireland with the following message:
“The Windsor Framework establishes a new set of arrangements for the movement of goods between Great Britain and Northern Ireland via both parcels and freight. Subject to the relevant procedures, the new arrangements as set out in the Windsor Framework are planned to take effect from 1 May 2025.
HMRC’s Northern Ireland Customs team have put together the attached FAQ sheet on the new parcel arrangements under the Windsor Framework when moving goods from Great Britain to Northern Ireland. These questions are those that have been raised frequently by our valued stakeholders and we hope you find the information enclosed helpful.
HMRC has also issued the attached Key information you need to provide to your haulier communication to assist in using the new arrangements.

HMRC has organised a free online event on Thursday 10 April 12-1pm to help industry prepare for the new arrangements. HMRC encourages any stakeholders involved in the movement of parcels from Great Britain to Northern Ireland to sign up.
